سیاست دفاعی و امنیت جمعی در غرب آسیا

نبود نظام امنیت جمعی در غرب آسیا مسئله‌ای بنیادین برای دولت‌های منطقه است. اینکه چرا یک نظام امنیت جمعی در منطقه وجود ندارد و چگونه سیاست‌های دفاعی امکان امنیت جمعی را محدود ساخته است؟ و چه راهکارهایی برای برون‌رفت از این وضعیت وجود دارد؟ از مهم‌ترین پرسش‌های مطرح‌شده در این رابطه است. ایده اصلی این نوشته آن است که رابطه سیاست دفاعی و نظام امنیت جمعی یک رابطه متقابل است و سیاست دفاعی در واکنش به محیط امنیتی منطقه‌ای شکل گرفته و تاثیر آن بر محیط امنیتی می‌تواند به ساختارهایی از جامعه امن منطقه‌ای تا نظام امنیت جمعی، موازنه پایدار، موازنه شکننده و یا بحران منطقه‌ای منجر شود. در مورد غرب آسیا نیز محیط منطقه‌ای قطبی‌شده، مداخله‌پذیر و بحرانی در تعامل با محیط‌های داخلی متاثر از نگرش متعارض نخبگان، نبود اولویت‌های همکاری‌جویانه و انگیزه‌های هجومی، شرایط را به‌سوی یک موازنه شکننده و بحرانی سوق داده و مانعی اساسی برای نظام امنیت جمعی رقم زده است. برای بررسی این ایده با استفاده از روش تحلیل کیفی داده های موجود به ارائه مبانی نظری، بررسی محیط منطقه‌ای غرب آسیا، سیاست دفاعی دولت‌های مهم آن و نیز ساختار نظام منطقه‌ای و پیامدهای آن پرداخته‌ایم.

The Defence Policy and the Collective Securityin the West of Asia

The absence of a collective security regime in the West of Asia is a fundamental issue for the states of the Region. The most important questions posed in this regard are: Why is there no collective security regime in the region? Why have the defenserelated policies limited the establishment of a potential collective security regime? What courses of actions are there for exiting this condition? The main idea in this writing is that the relation between defence policy and collective security regime is a reciprocal relation, and that a defence policy is designed to respond to regional security environment and it’s effect on their security environment is capable of leading to structures from a secure regional community through collective security regime, to sustainable balance, fragile balance or regional crisis. As for the Western Asia, the critical, polarized regional environment interacting with the internal environments affected by the contradictory views on the part of the elites, the absence of collaborative priorities and offensive incentives have driven the circumstances towards a critical fragile balance, putting a major hurdle in the way of establishing a collective security regime. To address this adea, the article tries to present the theoretical foundations, and to address the regional environment in the Western Asia, the defence policies of important states in this environment, and the structure of the regional regime and its consequences.
