دلایل و پیامدهای نظامی‌گری در سیاست داخلی و خارجی عربستان

مبادرت عربستان به خریدهای نظامی گسترده در یک دهه اخیر، همواره یکی از محورهای بحث و بررسی در مطالعات امنیتی و منطقه‌ای بوده است. هدف این مقاله، کاوشی در دلایل و همچنین پیامدهای نظامی‌گری در سپهر سیاست عربستان است. این مقاله با طرح این پرسش که مهم‌ترین دلایل نظامی‌گری عربستان در فاصله زمانی (2011 2019) چه بوده و چه پیامدهایی بر اقتصاد سیاسی این کشور داشته است؟ درقالب فرضیه و با استفاده از روش توصیفی تحلیلی و در رهیافت اقتصاد سیاسی نظامی‌گری، معتقد است که دلایل و پیامدهای نظامی‌گری عربستان در این بازه زمانی به‌شدت تحت تاثیر مولفه‌های داخلی و منطقه‌ای و درنتیجه با پیامدهایی برای این دو حوزه همراه بوده است. یافته‌های پژوهشی این مقاله نشان می‌دهد که در بخش دلایل مقابله با ناآرامی‌های داخلی، ایجاد سپر دفاعی در برابر قدرت‌های منطقه‌ای و فرامنطقه‌ای، مقابله با قدرت فزاینده ایران بعد از توافق برجام و درنهایت ایفای نقش در معادلات منطقه‌ای موثر بوده‌اند. این نظامی‌گری در دو حوزه داخلی و منطقه‌ای نیز با پیامدهایی همراه بوده است. در سطح داخلی می‌توان به افزایش مشکلات و ناهنجاری‌های اجتماعی، افزایش مشکلات اقتصادی و افزایش حضور نظامیان در دستگاه نظام سیاسی اشاره کرد. در سطح منطقه‌ای نیز با پیامدهایی ازجمله‌ تشدید معمای امنیتی و گسترش مسابقه تسلیحاتی و آسیب‌‌زدن به همکاری‌های تجاری منطقه‌ای و درنهایت گسترش واگرایی در سطح منطقه‌ غرب آسیا همراه بوده است.

The Reasons and Consequences of Militarism in Saudi Arabia’s Foreign and Domestic Policy

Arabia’s military purchases in the recent decade have invariably been one of the most controversial debates in regional and security studies. This article seeks to explore the reasons as well as consequences of militarism in Arabia. It also poses these questions: What are the most important reasons for Arabia’s militarism in (20112019)? and What consequences has it had on this country’s political economy?. Using analyticaldescriptive method and with the approach of political economy of militarism, the present article holds that the reasons and consequences of Arabia’s militarism at this period of time has been severely under the influence of regional and domestic parameters, and had consequences for both these domains.The findings of the research show that establishing a defense shield against regional and transregional powers, countering Iran’s increasing power after JCPOA, and finally playing a role in the regional equations have contributed to the reasons for countering domestic unrests  This militarism has had some consequences both internally and regionally. At the internal level, one can refer to the increases in social disorders and problems, economic problems, and the military presence in the political regime’s system. At the regional level, it has also had consequences including the strengthened security dilemma, expanded arms race, undermined regional trade cooperation, and finally enhanced convergence in the region.
