چین و سیاست حداکثرسازی موقعیت؛ باتاکیدبر مولفه‌های امنیتی نظامی

مقولۀ «حداکثرسازی موقعیت» بیانگر مجموعه ای از ابزارها و یا سیاست هایی است که دولت ها ازطریق آن تلاش دارند به برترین جایگاه و موقعیت در عرصۀ نظام بین الملل دست یابند. چین نیز به‌عنوان بازیگری پرتوان، از دهه های اخیر مجموعه منابع قدرتی را درراستای ارتقای جایگاه خود در نظام بین‌الملل بسیج نموده است. تمرکز اصلی این نوشتار بر چگونگی نقش آفرینی مولفه های امنیتی و نظامی درجهت تحقق سیاست یادشده قرار دارد؛ متغیرهایی که گستره ای از نوآوری در حوزۀ نظامی گری تا اهداف امنیت محور در سطح منطقه ای و رقابت با امریکا را دربر می گیرد. سوال  اصلی این پژوهش عبارت است از اینکه: در چارچوب رویکرد چین بر محور حداکثرسازی موقعیت، مولفه های امنیتی نظامی، چگونه نقش آفرین هستند؟ پاسخ موردنظر درقالب این فرضیه می گنجد که: عوامل امنیتی نظامی یعنی تحول در ساختار ارتش آزادی‌بخش خلق، ارتقای نظام تسلیحاتی و فناوری نظامی، جهت گیری امنیتی در سازمان شانگهای و تقابل امنیتی با امریکا، بر سیاست حداکثرسازی موقعیت جهانی چین  تاثیر تعیین کننده ای داشته است. این پژوهش درقالب روش تحلیلی توصیفی به بررسی فرضیه تحقیق خواهد پرداخت.

China and the policy of maximization of position; With emphasis on the militarysecurity components

The term of maximization of position refers to a set of tools or policies through which states strive to achieve the highest position in the international system. As a powerful actor, China has mobilized a collection sources of power in recent decades to promote its position in the international system. The main focus of this article is on how the security and military components can play a role in the realization of this policy; The variables that include ranges from Innovation in the field of militarism to security oriented goals at the regional level and competing with the US. The main question of this study is: In the context of China’s approach based on the maximization of position, how are the securitymilitary components roleplaying? The answer lies in the assumption that: militarysecurity factors, namely the evolution of the People’s Liberation Army structure, the upgrading of the military and military technology, the security orientation of the Shanghai Organization, and the security confrontation with the United States, had a decisive impact on the China’s policy of maximization of the global position. This research will investigate the research hypothesis in the form of analyticaldescriptive method.
