امکان‌سنجی تشکیل سازمان بین‌الدولی برای پاسداشت زبان فارسی

امروزه در جهان سازمان‌ها و نهادهای زیادی بر اساس اشتراکات فرهنگی، زبانی، هویتی و تاریخی تاسیس شده و در کنار عوامل دیگر، نقش زبان و فرهنگ در شکل‌گیری این سازمان‌ها و نهادها برجسته است. کشورهای فارسی‌زبان باوجودآنکه از حیث زبان، نژاد و تاریخ باهم وابستگی و اشتراکات زیادی دارند، تا اکنون اقدام مشترکی را در زمینه حفظ میراث مشترک فرهنگی‌شان (زبان فارسی) انجام نداده‌اند. در این پژوهش با استفاده از روش توصیفی - تحلیلی در پی آن هستیم تا تشکیل یک سازمان بین‌الدولی برای پاسداشت زبان فارسی را امکان‌سنجی نماییم. یافته‌های پژوهش نشان می‌دهد که باتوجه‌به اشتراکات فرهنگی، دینی، تاریخی و نفوذ فرهنگی عمیق زبان فارسی در منطقه، زمینه‌های همکاری میان کشورهای فارسی‌زبان میسر است. این کشورها پیش‌نیازهای اساسی برای اساس گذاری یک سازمان منطقه‌ای را داشته و می‌توانند با الهام از سازمان‌های که بر اساس همبستگی زبانی تشکیل شده‌اند به تاسیس یک سازمان منطقه‌ای اقدام نموده و با استفاده از ظرفیت‌های کارکردی این سازمان (هنجارسازی، قانون‌گذاری، نظارت و اقدامات اجرایی) به حمایت، تقویت و گسترش زبان فارسی بپردازند.

feasibility of establishment an international organization to preserve the persian language

today, many organizations and institutions have been established in the world based on cultural, linguistic, identity and historical commonalities, and along other factors, the role of language and culture in the formation of these organizations and institutions is prominent. despite the fact that persian-speaking countries have many dependencies and commonalities in terms of race, language and history, until now they have not taken a joint action for preserving their common cultural heritage (persian language). in this research, using a descriptive-analytical method, we are looking for the feasibility of forming an international organization to preserve the persian language. the findings of the research show that due to the cultural, religious and historical commonalities and the deep cultural influence of the persian language in the region, cooperation between persian-speaking countries are possible, and the mentioned countries have the basic prerequisites for establishing a regional organization, and these countries, through inspiration from organizations that are formed based on language solidarity, can establish a regional organization and by using the functional capacities of this organization (normativisation, legislation, supervision, and executive actions) they can support, strengthen and expand the persian language
