بررسی تطبیقی نقش و کارکرد دفاتر هیئت دولت در کشورهای مختلف

یکی از وظایف اساسی دولت، تصمیم‌گیری به منظور دستیابی به نتایج و تحقق چشم‌انداز سیاسی مورد نظر است. دفاتر هیئت دولت که از مهم‌ترین نهاد‌های قوه مجریه و در عین حال ناشناخته‌ترین آنهاست، نقش اساسی را در فرایند تصمیم‌گیری قوه مجریه ایفا کرده و نقش و کارکردهای متفاوتی را ایفا می‌کنند. هدف این پژوهش، بررسی مقایسه‌ای دفاتر هیئت دولت در کشورهای مختلف از منظر وظایف، کارکرد و ساختار آن است. به این منظور، کشورهای مختلف با نظام‌های حکومتی، جمعیت، فرهنگ، تاریخ و قدرت سیاسی متفاوت مورد بررسی قرار گرفته است. داده‌های مرتبط با مراجعه به وبگاه‌های دفاتر دولت و یا وبگاه دولت و قوه مجریه و سایر منابع مرتبط، استخراج شدند. نتایج نشان می‌دهد دفتر هیئت دولت در کشورهای مختلف با اسامی متفاوتی مثل دفتر هیئت وزیران، دفتر کابینه، دبیرخانه دولت، دبیرخانه هیئت وزیران و دبیرخانه کل دولت فعالیت کرده و از نظر حقوقی منبع ایجادکننده تشکیلات دفتر هیئت دولت و انتصاب دبیر دفتر و تعیین وظایف و کارکردهای آن دفتر بنا به مقتضیات هر کشور متفاوت است. همچنین اصلی‌ترین نقش این دفتر در کشورهای مختلف عبارت است از هماهنگی، نظارت، کنترل و ارزیابی وزارتخانه‌ها و دستگاه‌های دولتی و برنامه‌های اجرایی دولت که از طریق «کمیته‌های کابینه» و «شمول ذینفعان» به عنوان 2 ابزار تصمیم‌ساز صورت می‌گیرد.

one of the basic duties of the government is to make decisions in order to achieve results and realize thedesired political vision. the cabinet offices, which are one of the most important institutions of theexecutive branch and at the same time the most unknown of them, play an essential role in the decisionmakingprocess of the executive branch and perform different roles and functions. the purpose of thisresearch is to compare the cabinet offices in different countries from the perspective of their duties, functionand structure. for this purpose, different countries with different government systems, population, culture,history and political power have been investigated. relevant data were extracted by referring to the websitesof cabinet offices or the website of the government and the executive branch and other related sources. theresults show that the cabinet office has operated in different countries with different names such as theoffice of the board of ministers, the office of the cabinet, the government secretariat, the secretariat of theboard of ministers and the general government secretariat, and from the legal point of view, the source ofthe creation of the organization of the cabinet office and the appointment of the secretary of the office andthe determination of duties and the functions of that office are different according to the requirements ofeach country. also, the main role of this office in different countries is to coordinate, monitor, control andevaluate ministries and government agencies and executive programs of the government, which is donethrough “cabinet committees” and “inclusion of stakeholders” as two decision-making tools.
