راهبردهای حمایت از حقوق کودکان در محیط دیجیتال

در عصر کنونی، محیط دیجیتال در کنار یا در ادامۀ زندگی واقعی، هر چند برای کودکان و نوجوانان طراحی نشده، نقش مهمی در زندگی آنان که میزان قابل‌توجهی از کاربران این محیط را تشکیل می‌دهند، ایفا می‌کند. همچنین، محیط دیجیتال به فضایی ضروری، به‌ویژه برای انجام فعالیت‌های اجتماعی و تربیتی تبدیل شده است. بنابراین، بیش از هر زمان دیگر فراهم آوردن شرایط استفاده ایمن از این فضا و نیز مجهز کردن خانواده‌ها و کودکان، ارائۀ حمایت‌ها و ابزارهای لازم برای پیشگیری و مقابله با خطرات مربوط به محیط دیجیتال و تبدیل شدن به شهروند مطلوب دیجیتال، دارای اهمیت است. این مسئله در اسناد و مقررات بین‌المللی، منطقه‌ای و داخلی نیز نمود یافته و به اهمیت آن توجه شده است. بررسی راهبردهای حمایتی عام در حمایت از حقوق کودکان در محیط دیجیتال و نیز ارائۀ راهبردهای خاص برای مقابله و پیشگیری از آسیب‌های کیفری و غیرکیفری از اهداف این پژوهش می باشد که از رهگذر واکاوی وضعیت موجود، وضعیت مطلوب و طراحی راهکارهای حمایتیِ تطبیقی بدان توجه شده است. یافته‌ها حاکی از آن است که سازوکار پیشگیرانۀ اجتماعی و موقعیت‌مدار، پیش‌بینی خطوط تلفن تماس اضطراری و مشاوره، جلب مشارکت سایر کنشگران و ایجاد زیرساخت‌های مناسب، از مهم‌ترین راهکارهایِ بین‌المللیِ حمایت از کودکان و نوجوانان در محیط دیجیتال می‌باشند.

the protection strategies for children in digital environment; a comparative study

the digital environment whether alongside or continues of real life, although does not designed for children, plays an important role in their lives, and a considerable rate of its users are children. nowadays, the environment has changed to a base for their social and growing activities. thus we need safe use, families’ empowerment, protection, prevention instruments, dealing with risks, and changing to digital citizens more than before. this issue is reflected in domestic, regional, and international instruments as well. considering general protection strategies for children in the digital environment and suggesting special strategies for criminal and non criminal harms and risks prevention are the goals of the paper that can be achieved in three levels of surveying the recent situations, desirable situations, and the comparative solutions which link these two. findings show that socio protection and affairs, setting up hotlines, including the cooperation of other influencers and decision makers, and designing sufficient infrastructures are the main international protection strategies for children.
