بزه کاری دولت در نظام اقتدارگرای فراگیر، تبیین های اقتصادی ویژه خود را دارد؛ مبانی ساختاری اقتصادی که از یک سو، امکان شکل گیری نظام سیاسی ای را فراهم می آورد که نه متکی بر طبقات اجتماعی است و نه محدود به قانون، و بنابراین هیچ دلیلی برای پذیرش هیچ گونه هنجار و یا قاعده رفتاری اجتماعی و سیاسی نمی بیند، و از دیگرسو، تمامی شکل های ایجاد رابطه خود را هم در سطح اجتماعی و با افراد جامعه، و هم در سطح سیاسی با دیگر کنش گران پهنه سیاست، تنها مبتنی بر رابطه یک سویه تحمیل اراده؛ یعنی خشونت تعریف می کند. این ویژگی های اقتصاد سیاسی است که گونه زمامداری ای را ممکن می سازد که نه تنها در راس جامعه، که از هر نظر مستقل از جامعه و فوق آن باشد. چنین محیط اقتصادی ای است که نظام اقتدارگرای فراگیر را قادر می سازد تا هزینه های سرکوب هرگونه مقاومت و ارتکاب هرگونه بزه کاری علیه حقوق شهروندان را تامین نموده و به منابع حیات اقتصادی جامعه تعرض نماید.

Political Economy of State Criminality in Totalitarian System

In the totalitarian systems, state criminality, has its own economic explanations; the structural economic bases that, from one hand, provide possibility of constitute of political system that neither is relied on social classes, and nor has restricted by law, and so there is no any reason to accept any rule or norm of political manner, and on the other hand, define all forms of its communications, either in community level and with community members, or in political level and with other actors of policy sphere, merely based on unilateral communication of will enforcement, i.e violence. That is political economy specifications that enables political system to be independent from, and beyond of society, not only on the top of it. That is such political environment that enables totalitarian system to supply costs of suppression of any opposition, and crime commission against citizenship rights, and also introduce bases of any aggression to the sources of economic life of society.
