گزارشگران ویژه شورای حقوق بشر به‌عنوان بخشی از آیین های ویژه، وظیفه نظارت بر وضعیت حقوق بشر کشورها را در دو سطح کشوری و موضوعی بر عهده دارند. این دست فعالیت ها در طی سال های متمادی نقش قابل توجهی در اطلاع رسانی و مستندسازی نسبت به وضعیت حقوق بشر یک کشور و هنجارسازی نسبت به مفاهیم نوظهور ایفا کرده اند. لازم به ذکر است، حاصل فعالیت گزارشگران، معطوف و محدود به کار ویژه محوله از سوی شورای حقوق بشر نبوده و توسط دیگر نهادها و سازمان ها ازجمله نهادهای معاهده ه­ای حقوق بشر، مجمع عمومی سازمان ملل متحد، دیوان بین المللی دادگستری، سایر محاکم ملی و بین المللی و همچنین بسیاری از سازمان های بین المللی و مدافعان حقوق بشر به کار گرفته شده و به‌صورت گسترده به‌عنوان منبع موثق و قابل اطمینان، مورد استناد و بهره برداری قرار می‌گیرد. از این رو، نظر به گستردگی بهره گیری سایر سازوکارها از عملکرد گزارشگران ویژه لازم است معلوم شود که صرف نظر از شورای حقوق بشر، نهادهای ملی، منطقه ای و بین المللی به چه نحو و تا چه اندازه از فعالیت گزارشگران استفاده کرده و گزارشگران ویژه در انجام وظایف خود با چه چالش هایی مواجه هستند.

“special rapporteurs” of the human rights council as part of the special procedures are tasked with monitoring human rights situations of the countries on the country and thematic levels. through time, these activities have played a significant role in informing and documenting the human rights situation of a country and norm-setting concerning emerging concepts. it is noteworthy that the result of the rapporteurs’ evaluations is not focused and limited to the responsibilities assigned to them by the human rights council; rather, their reports are widely used and exploited as a reliable source by other institutions and organizations, including human rights treaty bodies, the united nations general assembly, the international court of justice and other national and international tribunals. in addition, they have been used by many international organizations and human rights defenders. therefore, considering the extent of the use of special rapporteurs’ reports by other mechanisms, it is necessary to know how and to what extent national, regional and international institutions, apart from the human rights council, have used the activities of the rapporteurs and what challenges do special rapporteurs encounter in performing their responsibilities.
