معاهده منع تسلیحات هسته ای (tpnw) و پیامدهای آن بر نظام خلع سلاح هسته ای با تاکید بر معاهده منع گسترش سلاح های هسته ای (npt)

خلع سلاح هسته‌ای، نهادی است که هم زمان با پیدایش نخستین سلاح‌های هسته‌ای پا به عرصه گذاشت. تقریباً تمامی اسناد هسته‌‌ای ازجمله npt، نیل به خلع سلاح هسته‌‌ای را مقصد نهایی در این مسیر می‌دانند. اما توسل به نظریه‌ بازدارندگی هسته‌ای، تا کنون مانع از تحقق این هدف شده است. در سپتامبر 2017، کشورهای فاقد سلاح هسته‌‌ای عضوnpt، معاهده‌ منع تسلیحات هسته‌‌ای (tpnw) را تصویب کردند که با وجود استقبال طرفداران صلح و نهادهای بشردوستانه، با تحریم کشورهای دارای سلاح هسته‌‌ای و متحدان آن‌ها روبه رو شد. با وجود آنکه این معاهده هنوز لازم‌الاجرا نشده است، سوالات زیادی ازجمله نحوه‌ تعامل آن با npt و برنامه‌ خلع سلاح گام به گام آن ایجاد کرده است به‌طوری که مخالفان آن را تضعیف کننده‌ اجماع بین‌المللی و بی‌اثرکننده‌ تلاش‌های صورت‌گرفته می‌دانند. ولی طرفداران آن را هنجار حقوقی و اخلاقی جدیدی می‌دانند که می‌تواند فشار مضاعفی را بر کشورهای دارای سلاح‌های هسته‌‌ای برای دست کشیدن از نظریه‌ بازدارندگی و پذیرش خلع سلاح هسته‌‌ای وارد کند.

The Treaty on the Prohibition of Nuclear Weapons (TPNW) and Its Consequences on the Nuclear Disarmament System with Emphasis on the Nuclear Non-Proliferation Treaty (NPT)

Nuclear disarmament is an institution that coincided with the emergence of the first nuclear weapons. Almost all nuclear documents, including NPT, view nuclear disarmament as the ultimate destination on this path. But the application of the theory of nuclear deterrence have so far prevented this goal from being realized. In September 2017, nonnuclearweapon states parties to the NPT, approved the Treaty on the Prohibition of Nuclear Weapons (TPNW), which was welcomed by peace advocates and humanitarian organizations but encountered with the boycott of nuclear weaponstates and their allies. While the treaty has not yet entered into force, it has raised many questions, including how it interacts with the NPT and its stepbystep disarmament program, so that its opponents believe it undermines the international consensus and all efforts which have been made. But proponents view it as a new legal and ethical norm that could put additional pressure on nuclearweaponstates to abandon the theory of deterrence and accept nuclear disarmament.
