بررسی عوامل موثربر تحقق پذیری کاربری فضای سبز با رویکرد راهبرد توسعه شهری درکلانشهر شیراز (مطالعه موردی شهرداری منطقه یک)

شاید بتوان به جرات گفت مهم ترین مساله در طرح های توسعه ی شهری و به ویژه در زمینه ی اجرا موضوع تحقق پذیری در راستای تحقق منافع همگانی وتمامی ذی نفعان در حیطه ی برنامه ریزی شهری است. بنابراین باید فرایند تهیه، تصویب واجرای این طرح ها به شکلی باشد که ضمن استفاده و بهره گیری از تمامی پتانسل ها، ظرفیت های ساکنین شهر درفرآیند تهیه و تصویب، در اجرا نیز مطابق با خواسته ها و نیازهای شهروندان بارعایت اصول و قوانین مصوب شهرسازی و معماری باشد تا در عمل بیشترین قابلیت و امکان را برای اجرا و تحقق داشته باشد. یکی از مهم ترین کاربری ها و نیازهای شهروندان فضاهای سبز شهری است که متاسفانه به دلیل نگاه اقتصاد محور وسود گرایانه در نزد مردم و مسئولین کمترین میزان تحقق پذیری را دارد.تحقیق سعی دارد تا پس از بررسی ادبیات موضوع و بیان اهمیت و جایگاه فضای سبز در زندگی شهروندان و مفاهیم راهبرد توسعه شهری به عنوان یکی از جدیدترین رویکردها در زمینه ی تحقق پذیری بیشتر طرح ها و برنامه های توسعه ی شهری، به بررسی مهم ترین دلایل عدم تحقق پذیری کاربری فضای سبز در شهرداری منطقه یک شهرداری شیراز بپردازد.روش تحقیق توصیفی تحلیلی و از نوع کاربردی می باشد و سعی دارد، پس از انجام مطالعات در زمینه ی سرانه ها و سطوح موجود فضای سبز، تغییر کاربری فضای سبز به دیگر کاربری های سود محور، بررسی پرونده های کمیسیون ماده پنج، اخذ نظرات مسئولین و نخبگان شهری را در پی داشته باشد. بررسی ها حاکی از آن است که متاسفانه به  دلیل عدم شناخت و رعایت جایگاه  فضاهای سبز و عمومی در مرحله ی تهیه و تصویب طرح ها، به ویژه در زمینه ی امکان تملک آنها، نداشتن معارض اجتماعی، عدم توجه به کاربری های پیرامونی و....، نامشخص بودن جایگاه  و ضرورت این کاربری نزد شهروندان و مهم تر از همه نداشتن منابع مالی کافی و پایدار شهرداری ها در حفظ این کاربری ها منجر به تغییر کاربری این فضاها و عدم تحقق پذیری آنها و نهایتا کم و کمتر شدن سرانه ی آنها نسبت به شهروندان درگذر زمان شود. مهم ترین پیشنهاد در زمینه کاهش و حل این مشکل می تواند رفتن به سمت آگاهی بخشی عمومی در بین تمامی مولفه های  تاثیر گذار و مقتدرسازی حکومت محلی به ویژه در زمینه ی تامین منابع مالی پایدار باشد.

Survey of Influential Factors Implementations Green Space and Strategic Approach to Urban development in the city of Shiraz (Case Study District Municipality)

It may be arguably the most important issue in urban development plans, and especially in the realization of the issue of realization for the benefit of the public and all stakeholders in the field of urban planning. Therefore, the process of preparation, approval and implementation of these plans must be such that while utilizing and utilizing all the potentials, capacities of the city’s residents in the process of preparation and approval, they are also implemented in accordance with the wishes and needs of citizens in accordance with the principles and laws of urban planning and It should be an architecture that in practice has the most potential for implementation and realization. One of the most important uses and needs of citizens is urban green spaces, which unfortunately have the least feasibility due to the economistoriented view ofThis research tries to examine the most important after reviewing the literature of the issue and expressing the importance and position of green space in the life of citizens and the concepts of urban development strategy as one of the newest approaches to the more realization of urban development plans and programs in district one of Shiraz city.The research method is descriptiveanalytical and it is applied and after trying to study the per capita and existing levels of green space, changing the use of green space to other profitoriented applications, reviewing Article 5 Commission files, obtaining opinions, it has to do with the authorities and the urban elite.Surveys show that unfortunately, due to lack of recognition and respect for the public and green spaces at the stage of preparation and approval of plans, especially regarding their potential ownership, lack of social conflicts, lack of attention to peripheral uses, etc. .., the uncertainty of the location and necessity of this landfill for the citizens and most importantly the lack of sufficient and sustainable municipal financial resources to maintain the landfill will lead to a change in the use of these spaces and their nonrealization and ultimately their per capita decline. To citizens over time, the most important suggestion for reducing and resolving this problem can be to move towards public awareness among all the influential and empowering components of local government, especially in the field of sustainable financing.
